children’s needs first.
- Families should receive the supports necessary to maintain their children at home while
recognizing the needs of the entire family.
- Families First programs strive to build on existing sources of support. These services are
provided in a safe and nurturing environment.
- Families First services are designed to maximize the family’s choices over services and
supports they receive.
- When children cannot remain with their families for whatever reason, out of home placement will
be viewed as a temporary arrangement, and efforts will be directed toward a permanent family
placement.
